Scotland’s ecological regulator is looking for a prosecution following 6 days of flaring at the Mossmorran chemical operates in Fife.
The Scottish Environment Protection Firm (Sepa) is submitting a report to the Crown Workplace over the unexpected flaring at the ExxonMobil website in April 2019.
The flare burned for six days and caused more than 900 grievances.
ExxonMobil stated it abides by laws and guidelines any place it runs.
Flaring includes burning excess gas either from giant raised stacks or in centers at ground level.
Citizens have raised issues about the sound, vibrations and the big intense flames which can be seen as far as Edinburgh.
James Glen, chairman of Mossmorran Action Group, said it was “incredibly welcome news” but that it must not have taken Sepa a year to reach this point.
He added: “In the intervening months Exxon have had to shut down operations for six months due to the fact that 2 boilers blew up and communities have actually been forced to withstand two more inappropriate bouts of severe emergency flaring, which stay under investigation by Sepa.
” Either the Scottish government requires to change the law, or give Sepa the resources it needs to act more promptly to manage Exxon and offer exposed neighborhoods the protection ministers promise them.”
In 2018 a last caution letter was served by Sepa in connection with an occurrence the previous year.
Sepa chief executive Terry A’Hearn stated: “Following a substantial investigation into the flaring at Mossmorran throughout April 2019, we plan to quickly send a report to the Crown Office and Procurator Fiscal Service for consideration of prosecution.
” It’s best that we take enforcement action for the Easter 2019 flaring event. What is simply as essential is that ExxonMobil Chemical Ltd address the root-causes of ‘inappropriate flaring’.”
ExxonMobil’s plant was shut down for a prolonged duration last year following a series of flaring episodes.
The company has dedicated to costs ₤140 m on enhancement to resolve the problems
A representative stated: “We have actually not yet seen the material of the communication from Sepa, but will consider it with interest when it becomes offered to us.
” Wherever we run, we adhere to all relevant laws, guidelines and regulations.”
